Introduction

What is ESHDC?

The Enugu State Housing Development Corporation (ESHDC) is the state government body responsible for land allocation, title registration, and housing development across all 17 local government areas in Enugu State. Established in 1961, the corporation is the only body authorized to issue Certificates of Occupancy (C of O) in Enugu State.

This portal is the official digital interface for all land-related services. You can apply for land, submit KYC documents, make payments, track your application, and access your title deed — without visiting any office.

All transactions go through the state payment gateway. No cash. No personal transfers. Every payment generates an official receipt stored in your account.

Land allocated through ESHDC comes with a Certificate of Occupancy — the strongest land ownership document recognized under Nigerian law. It carries a 99-year statutory right of occupancy.

Getting Started

Creating an Account

Registration is free and takes under five minutes. You need a working email address and a phone number. After submitting your basic details — first name, last name, email, phone, and password — your account is created immediately.

Your account comes with a personal dashboard where you manage applications, track progress, upload documents, and access your titles. Identity verification is a separate step done from the dashboard after sign-up.

Identity Verification

KYC — What It Is and Why It's Required

KYC (Know Your Customer) is the identity verification step required before you can submit a land application or access title documents. It ties your account to a real, verifiable identity in compliance with Nigerian land law.

The process uses VerifyMe, a licensed Nigerian identity verification provider. Your NIN and a photograph are compared against the NIMC database. This usually resolves within seconds. If verification fails, a manual review is triggered and an officer will contact you within 48 hours.

Your 11-digit National Identification Number from NIMC.

Photograph

A clear, recent passport photo. No sunglasses or hats.

Proof of Address

A utility bill, bank statement, or government letter issued within the last 3 months.

Next of Kin

Full name, phone number, and relationship of your next of kin.

Do not submit someone else's NIN or altered documents. Applications linked to fraudulent identity submissions are permanently banned and referred to the relevant security agencies.

Land Application

Applying for a Plot

Once your KYC is approved, you can apply for a plot in any ESHDC-managed estate. Each estate listing shows available plots, price per square metre, location on the estate map, and plot dimensions. You can select a specific plot or let the system assign the next available one.

Submitting an application does not reserve the plot. The plot is reserved only after your application is approved and you have made payment. Multiple applicants can apply for the same plot; approval is processed in order of receipt.

You can apply for one plot per estate. If you wish to purchase multiple plots, each application must be submitted separately and reviewed on its own merits.

    You will receive an SMS and email confirming receipt with your application reference number.

Process

The Application Journey

After submission, your application moves through twelve stages before your Certificate of Occupancy is issued. Each stage change triggers an SMS notification and updates your dashboard in real time.

The full process typically takes between 6 and 16 weeks depending on payment speed and document completeness. Most delays occur at the KYC review or payment stages — both of which are in your control.

Financials

Payments

Payment is only required after you receive an Offer Letter — stage 04 in the application journey. The offer letter specifies the exact amount, payment deadline, and available methods. No officer will ever ask you to pay before an offer letter is issued, or to pay into a personal account.

Bank Transfer

Most common

Transfer directly to the official ESHDC government account using the reference number on your offer letter. Upload your payment receipt in your dashboard to trigger confirmation.

Paystack

Fastest

Pay online with your debit card through the Paystack payment gateway. Payment is confirmed automatically — no receipt upload needed.

Installment Plan

On approval

Eligible applicants may split payments into structured tranches as specified in the offer letter. Tranches are set before the offer is issued.

Payment deadline is stated in the offer letter. If you miss it, your application returns to the waiting list. Contact ESHDC before the deadline if you need an extension.

Your Title

Certificate of Occupancy

A Certificate of Occupancy (C of O) is a statutory document issued by the State Governor that grants you the right of occupancy over a defined parcel of land for 99 years. It is the highest form of land ownership document recognized under the Land Use Act of Nigeria.

Once issued, your C of O is stored in your ESHDC document vault — an encrypted section of your dashboard accessible only with a one-time security code. This code is generated from your dashboard under My Titles, using the Generate Token button. Each token expires after a single use.

You can download a certified PDF copy of your C of O at any time from the vault. Printed copies can also be collected from the ESHDC headquarters upon request.

Digitally signed PDF with ESHDC watermark and QR verification code.

Physical copy

Available at ESHDC headquarters on presentation of your account ID.

Transfer

Title transfers are processed through the Transfer section of your dashboard.

Existing Landowners

Land Revalidation

Revalidation is the process of converting an existing paper land title — whether a survey plan, deed of assignment, or traditional family land document — into a government-backed digital title on the ESHDC registry.

It is not the same as a new purchase. You are registering ownership you already hold. The process involves submitting your existing documents for survey and legal verification, after which ESHDC confirms the boundaries against the state cadastral database.

Revalidated properties gain all the same legal protections as newly issued ESHDC allocations, including C of O eligibility.

    Enter your plot reference number or legacy file ID.

    Upload your existing title documents (survey plan, deed, or traditional documents).

    Pay the revalidation processing fee.

  5. 5

    ESHDC survey team verifies boundaries. This takes 4–6 weeks.

    Verified title is issued digitally to your document vault.

Revalidation is open to all property holders in Enugu State regardless of how the land was originally acquired — family land, purchased land, inherited land, or government-allocated land that was never formally registered.

Becoming an Agent

ESHDC maintains a certified network of licensed real estate agents who can refer clients, assist with applications, and earn commission on successful plot sales. There are two categories: individual agents and registered real estate companies.

Agents receive a dedicated dashboard with a unique referral code, commission tracking, and payout history. Commission tiers are set by the ESHDC administration and increase with verified sales volume.
